Time Won't Sych Properly to Region

I have been having issues getting my computer to sync the time to the proper region. I recently reset my computer back to factory defaults, and now, for some reason, it thinks the time is an hour behind where I am at. I can manually go in and set the time, but all if the apps I am using still go back to the time my computer thinks I am in.

Any help/tips/advice would be welcome.

It could be issue with daylight saving.
Since you did a factory reset, you might be missing some daylight saving related updates, so it is better to update your Windows and install all updates and restart your PC and see if that solved the issue.
