Three dots are unclickable

I'm trying to troubleshoot a stuttering mouse, which led me to the Bluetooth settings. But when I click the 3-dots by any item in this menu, it's just a blank popup that does nothing.  Can't get into the options.  Have restarted to no avail.

Does it happen for both devices?
Since when this problem started?
Are you able to click on it when you disable the Bluetooth?
Does it happen if you boot into Safe Mode?
