Scroll bar UI is broken in HiDPI.
When the UI scale is adjusted to 200%, the 'top' button becomes smaller, the scroll bar becomes too thick, and the curvature of the top and bottom becomes weird.
This happens only in the Win32 UI, not in the UWP UI.
This undermines the experience of users using high-resolution displays.
