"Show hidden icons" taskbar button shows blank spaces

When I press the "show hidden icons" button on the taskbar, the UI pops up, but 90% of the icons are this weird blank space / ghost icon thing. When I mouse over one of these blank spaces, it quickly disappears (no text shows up and I can't click on it). This causes the UI to rearrange itself, making it very difficult to press any of the actual icons I want to press. If I mouse over all the blank spaces the UI will eventually look "normal":

However after a while some more blank spaces start showing up. This issue persists after a restart and happens even when I have no programs open. My computer is pretty new and this issue began shortly after updating to Windows 11. I tried searching for this issue online but I can't find any other cases. How do I fix this?
