Hi,
I had the same problem. This article (https://www.windowslatest.com/2021/10/07/microsoft-confirms-false-this-pc-cant-run-windows-11-error/) helped me to figure it out, so you may wish to check it out.

Hello,
Unfortunately, i7-5500U processor is not compatible for Windows 11, according to Microsoft.
Please check with official Windows 11 list of supported processors:
You can drop a feedback to Microsoft about this, using Feedback hub app.
Regards.

I have the same i7-5500U CPU on my HP Envy Model L4R36AV running Windows 10 Professional, and according to the built in Microsoft executable tpm.msc my CPU (i7-5500U) does support TPM 2.0 and is in a ready status.
I say again, it does support TPM 2.0.
This PC should meet the Windows 11 standards, yet I am getting the same message that the CPU is not supported.
Can anyone provide a good way to send this directly to Microsoft? Is there a blog where I can communicate with an actual Microsoft representative? or a microsoft.com email address I can send this too?

I contacted microsoft and they said it's because my manufacturer does not yet support Win 11 for my particular PC. In other words, HP does not have Win 11 drivers or support for my model PC yet if ever, and even though my pc is hardware capable of running Win 11.
If you want to install Windows 11 at your own risk using the generic built in drivers and/or your existing Win 10 hardware drivers then here are the instructions provided me:
Firstly, you need to have one USB flash drive in which minimum 8 GB of space is available,
You need to download the media creation tool on the USB flash drive. For downloading the media creation tool:
https://www.microsoft.com/en-in/software-download/windows11
click on this link then click on download now option that is second option which is under Create Windows 11 installation media.
download the tool by following the screen instructions and download it on USB flash drive.
Once the media creation tool is stored in USB Flash drive, please follow below mentioned steps:-
1) Plug in your USB drive and then restart the device.
2) While restarting your device press F1, F2, F10, F11, F12, Escape or Delete key to boot in Bios (Use of above keys depends upon the manufacturer of your device).
3) Change the Boot priorities from hard drive to USB
4) Press F10 to save changes
5) Once setup is on your screen, accept the terms and agreements
6) Select the language and keyboard layout.
7) Choose custom installation and select the partition according to your choice.
😎 Click on install.
