Files not located where Windows Explorer says they are

I have a folder with 50-ish photos. If you right-click on any of them in Windows Explorer and then select Properties, it lists the file location as a folder that doesn't seem to exist. If you right-click again on the file again and then select Open File Location, it opens the folder where they actually reside. Puzzling.

 

FWIW, I found these photos yesterday in a folder that I'd apparently named "Needs Action". There were the only contents of that folder. I created the folder where they now reside and moved them to it. I then deleted the "Needs Action" folder. And no, the location that Windows Explorer lists as the file location is not "Needs Action", it's yet another folder (not the one I created yesterday) with a name that is completely consistent with my naming convention for saving photos. But, like I said above, that folder doesn't appear to exist.

 

I haven't rebooted since all this started. I suppose it's possible that might resolve things, but I'm holding off a bit.
