Enterprise version of Windows is not available publicly, you could get it from the same sources as you received the license such as Volume licensing or other subscription.

You can surely get it from your Visual Studio subscription as the media for enterprise clients is there.

Also, you can get it via Volume licensing.

JFYI: The public Microsoft Windows 11 download site offers only consumer editions which includes Home and Pro editions.
