Windows 10 I/O errors with DVD drive

So. Ive been trying to fix this for a couple months, and cant find a fix.

 

like it says in the title, when I try to access my DVD drive in windows 10, i get an I/O error.

 

It knows its there. when I take it out it does that notification sound of hardware being dissconected.

 

Here's pretty much what the error said: Drive E:\ is not accessible. The reason for the error is an I/O issue.

 

Its not what it said EXACTLY, but almost. if i put a DVD or CD in, my drive trys to spin, I get a little DVD icon next to my mouse. The drivers are OK. and windows detects its there. what the hell is going on here?

MODEL: Dell Latitude E6420

BIOS-VERSION: A23

CPU: Intel i5 at 3.0Ghz

GPU: Intel HD Graphics 3000

DVD drive: MAT**bleep**A DVD+RW Drive

HDD: Hitachi 260GB

Also its a little older. And I tested it in Dell BIOS Diagnostics, and every test passed, for the DVD drive. So it should be in working condition. Also the only way I can open the drive is with the emergency eject hoel in the front
