HI , 

I have windows 10 Home Edition , I have created two user accounts one for myself as an  administrator and other as Standard, however I would like to give the Standard User, an additional permission to be able to install applications, is that possible ? and how ?

I'm sorry but there's no such permission, there're too many involved.

What you wish can't be done, especially on Home Edition.

AFAIK, a standard user can install applications from Store without any additional permissions. 

 

If you're concerned about installation of third-party software, it is not possible because software installation is basically an admin task, IMO.
