Show windows contents while dragging does not work

Anyone have any idea what's going on here?  I have Windows 10 Pro - version 2004.  build: 19041.508.  I have an NVIDIA GeForce GTX 1050 Ti graphics card.  In the system "performance options" device control panel applet, I check the option:  "Show windows contents while dragging".  The screen flashes, nothing happens, the feature does NOT become enabled.  If I close and re-open the control panel applet, it shows the feature unchecked again.  Can anyone please help me determine where to look to see what might be going on here?
