The thing is that many of the new features will be first released only to the subset of Insiders in the dev channel to help Microsoft quickly identify issues that may impact performance and reliability. This means Insiders may not see some of the features right away, but rest assured they will be gradually rolled out to everyone in the Dev Channel as told in the Announcing Windows 10 Insider Preview Build 20161 blog post.
