DVD picture on my 32 bit Win 10 CF-30 Panasonic laptop

I have a question for you all. Why is it that every DVD I insert into my fixed and portable DVD drives has a picture that looks all weird, like this?

Every single DVD movie has this problem. What to do? This literally happens all the time on DVD player thing.

Hi,
haven't used DVDs in a while but I have a few suggestions,
are your apps up to date? (check in Windows store)
is your Windows up to date? (check in Windows update)

try with another program such as VLC, see if you experience the same thing in it too.

@Patchman215 try using windows media player or VLC. I think it is because of the apps
