Disabling mod installation for a game shouldn't require us to download the whole game again

After enabling mods for games, e.g. Halo MCC, and then when we want to disable it, we need to download the whole game again (120GB). this is a crazy requirement, and shouldn't happen. we should be able to enable mod installation for a game, use our mods, then when we are done with it, go back to the original state without having to reinstall the whole game again.

Xbox app should be able to VERIFY game files and if needed, replace any files, or get rid of files that shouldn't be in the game folder.
