Changing default login type in an enterprise environment

My organization is implementing MFA using both soft tokens and mobile smart credentials based on the user type. For those that use smart credentials (which acts like a smart card) both login types need to be in place to ensure adherence to MFA at login but the user must manually select the smart credential login from the sign in options in order to use that method. 


Is there are way to set group policy to have the mobile smart credential as the primary login method rather than username and password?
