Adobe Flash Options after January 2021

Wondering what the options are post-January 2021 for adobe flash working in a browser?

Reading the article (https://blogs.windows.com/msedgedev/2020/09/04/update-adobe-flash-end-support/) is sounds like a cumulative update in January will stop this working across all browsers. So even if I wanted to enable this for a few users I won’t be able too?
