Windows Mobile on "other" devices

What is technical difficulty with running Windows Mobile on mobile devices (phones) that did not original came with Windows Mobile. Given that device has Windows supported ARM CPU?

Even if the process was aim at technical enthusiast, in mind.

its not possible to put Windows Phone onto a non Windows Phone device. Just like you can't run Android on a iOS device, or put iOS onto Android. A mobile phone isn't like a PC where you can install your own OS, you need low-level firmware, drivers and a BSP (Board Support Package)
Has Microsoft worked with mobile device manufactures to allow using existing non-Windows devices more accessible to Windows ecosystem... Given current exit from Lumia phones, and shrinking 3rd party WP manufacture. Otherwise effort to merge Mobile and PC codebase, would be reduced, without Windows Mobile.
