Smaller Windows 10 Quality Updates

Are the new and smaller monthly quality updates released with Windows 10 version 1903 and later versions going to eventually replace Full Updates and Express Updates? 

Is there a name yet for this new smaller quality update type?

We just published a blog  https://techcommunity.microsoft.com/t5/windows-it-pro-blog/optimize-windows-monthly-update-deploymen..., that goes into many aspects, options and details covering monthly updates, including the improvements your referring to that decreased both the client as well as server download sizes. 

If your on a pre-1809 version of Windows, your device can take advantage of the improvements in servicing including reduction in client download size. 1809 or later,  all devices, using any management tooling will take advantage to the improved updates with reduction in size of both the client and server size requirements.  See the blog above for more details.
