Nope Susan,
It is on purpose. If one wants more than Security Updates, it cost you your data at least at minimum, no matter how your managed or not. 1 is minimum, 3 is full or maximum.
This might change now that Myerson is gone??? I don't know????
Of course there is always the manual way via the Catalog.
This is whether you set it in Setting, GPO or Registry.....

In the interest of sleep last night, I deferred this till today:
Important
For Windows Update for Business policies to be honored, the Diagnostic Data level of the device must be set to 1 (Basic) or higher. If it is set to 0 (Security), Windows Update for Business policies will have no effect. For instructions, see Configure the operating system diagnostic data level.
In other documentation I have seen this applied to Pro consumers too.
