if can be in windows server only, which version of server is best suited 2012/2016/2009?

is there any version to be chosen like standard enterprise etc for multi users to log & use?

will use only for following software word excel & some finance software?

is server system with core i3 4gb ram ddr4 sufficient ?

What has been explained in the video about Remote Application is non-Microsoft product and you need to check it out.

However, there is similar version in Windows Server called RemoteApp where you could permit remote access to specific app and you will required Windows Server to do that. Take a look at:
