Is there any way to set agent handoff timeout?

Is there any way to manually set a time limit for the user to stay in waiting state where they aren't connected to agent yet, so that I can display a custom statement after? 

The Health Bot provides timeouts for both agent and user after conversation has begun.
I'd like to set it before conversation, in the waiting state.

It seems like there is a time out (screenshot attached), but it's too long. Basically I'd like some control over this.
