Is there any way to manually set a time limit for the user to stay in waiting state where they aren't connected to agent yet, so that I can display a custom statement after?
The Health Bot provides timeouts for both agent and user after conversation has begun.

I'd like to set it before conversation, in the waiting state. https://docs.microsoft.com/en-us/healthbot/handoff#conversation-states
It seems like there is a time out (screenshot attached), but it's too long. Basically I'd like some control over this.
