Webinar Registration Form | Configure who can register

I'm very excited to see the long awaited webinar functions arrived to my Teams. However, the registration form can be applicable to only internal organization and guests only; the "everyone" option was greyed out.  I talked to my Teams admin showing how to configure "everyone" option in PowerShell (detail attached) but the admin explained that this "everyone" option cannot be customized to individual user in PowerShell, meaning all users in my company can host public webinar if this "everyone" option is enabled. This is against my company policy.

 

Please advise if and how to configure "everyone" option to just only specific user, not to all users? Thank you.

The meeting policy can be set on a user basis
My admin had eventually managed to set policy by user and now I can require everyone to register so that it works for public webinar. Thank you for your confirmation.
