Unable to download attendance report for a webinar that had chat disabled

I'm unable to download an attendance report for a webinar I conducted in February. When I access the webinar in Teams in my calendar, it provides a registration report but not an attendance report. 

Could it be because I had chat disabled, that an attendance report would not be available?

Having chat disabled should not impact attendance reporting at all. When you open the calendar item in Teams, do you see an Attendance tab at all? Also, there are policies at the admin level that can disable attendance reporting (AllowEngagementReport) - is attendance reporting enabled for your account? Manage general meeting policies - Microsoft Teams | Microsoft Docs
