It sounds like you are talking about being able to link to Chapters in the video. This is in the middle of rolling out for general access now (as of a Stream product team call 2 weeks ago). It may take several weeks before it appears in everyone's tenant as it was only rolled out to 5% of the sites and typically it can take 2 months for a new feature to roll out to everyone.
