Will Universal Print be available in a tenant registered in the Philippines?

Based from the site (https://docs.microsoft.com/en-us/universal-print/fundamentals/universal-print-preview-access) Universal Print will be available in tenants registered in Southeast Asia. I just want to confirm, is this for all countries under Southeast Asia? Is Philippines included? Is there a list specifying all the countries where Universal Print will be available? Thanks.
