Consider this scenario when a printer is not working such as it is out of paper, paper jam or other issue. It will send a report to the administrator but jobs will be queue there. In this condition, I would like recommend to have a policy like create a backup printers and define it like group few printers as backup and when they are not working, it will redirect printing jobs to other printers while waiting for repair and then back jobs to the printer which fixed.
e.g.
We group Printer A , Printer B and Printer C as Backup printer
Now , Printer B is out of paper, in this case, the printing jobs will be send to Printer A and Printer C and show notification to users. When this issue have been solved, then continue sending printers to Printer B. This process should be automated.
