I cant apply the promo code to the subscription. could anyone reach out to me from Microsoft?

@Frederic Nilsson - To apply the promo code, you need to login as the global admin of the tenant.

 

If you are signed in as global admin and still having issues, please file a support ticket via Azure Support portal.
