I assume you saw this blog post: Universal Print preview licensing questions - Microsoft Tech Community

Currently, we don't have plans to add Universal Print as part of Office 365. However, we are going to keep evolving the licensing model to make sure that UP is available to all customers who want it.

Please add a request for this at https://aka.ms/UPIdeas. That way, the Universal Print team gets clear evidence that this is something that needs to be addressed, and you get a notification when the request is fulfilled.
