5-10 Second delay when selecting cloud printer on client device

Since we've moved to Universal Print, when selecting a cloud printer, it takes 5-10 seconds to connect. A window will open that says, "connecting to printer", and then the app that the user was printing from will stop responding for a few more seconds. Once the connection is made, it's all good. This delay affects the first connection attempt of the session, as after that, it connects much quicker. 

 

Is this normal and expected? In this case, the client device, printer, and connector are all on the same network, so I wouldn't think it'd be a latency issue on that side, but maybe it's a latency issue between our connector and Azure UP?
