When i receive a message from this network in my outlook.com mailbox, I see the following message:
Be careful! This sender failed our fraud detection checks.
Please make whatever changes are necesary so that you can pass your own checks.

We deployed a fix for that in Oct / Nov and hopefully, you are now getting notifications no problem.
