When a user has system files visibility enabled in Explorer, it results in two desktop.ini files being displayed on the Desktop.  This has been happening since inception of the desktop.ini concept.  I can ignore the files, but they mess with icon placement/arrangement.  

 

The suggestion...

Don't display desktop.ini files on the Desktop.  They can be in the folder, just don't display them on the Desktop.  When viewing the Desktop folder via Explorer, show them there.
