What is this and why can i delete pictures that don't belong to me?

Ignore the red arrow, it's just another image, not what i'm pointing at.

but please do pay attention to my mouse cursor which is on an X mark on a picture that is posted by someone else but it still lets me delete it. i already tried deleting another picture not posted by me, for test, and it worked!

so i'm a bit confused here..
