I cannot see "Start a conversation" button in few communities

I'm not able to see start a conversation button in few communities like OneNote, Microsoft ToDo.

So I don't see any reason why you wouldn't be able to see the start a conversation button, indeed when I look at those pages as you would see them I do see the start a conversation button.

Could you share me the exact link where you cant see this button?
