Forum notifications buggy

For the last 24 hour hours or so, the notification bell to the left of my avatar doesn't work anymore - I don't get notified of new replies to discussions I participate in. Not do I get the usual popup notifications.

Also, the list of notifications is intermittently completely empty. If I click 'See All Notifications' I get this:
