When activating the policy to a user, this user can no longer receive or make calls from anyone

I tried to follow this guide

But when activating the policy to a user, this user can no longer receive or make calls from anyone, everything goes to the mailbox, the bot is automatically added to the unregistered user. Why could this be happening?

Additionally, I have the following policy, if I remove my email from the registry, in teams I can now make and receive calls.

I add my mail back to the policy I cannot make calls or receive. The advanced communications license for Teams is already activated with my email.
