Can I use a bot to send notifications from an external api without initiating a conversation

I've spent two weeks trying to setup a bot and now have got to the point where it is sending notifications to Microsoft teams. 

I've come to realise that I can only send notifications if I have initiated a conversation with the bot so it has my conversationID. 

Is it possible to bypass this and send a notification to my app without the user having to start the conversation?

@maxwell2465, You can give initial response as a notification using Proactive messages. Check this sample
