One of our Technology Adoption Program participants recently reported a persistent error with installing Service Provider Foundation (SPF). After a short debate, and a slightly longer investigation, our dev team found a piece of code which effectively blocked SPF setup from working if the target machine was East of London (UTC) time zone.
The workaround is straightforward: set your time zone to London/UTC or points west (e.g. Redmond/Pacific time zone works fine).
After installation is complete you can revert to your original time zone.
