In a Microsoft System Center environment that has many clients, configuration changes are not updated on an OpsMgr 2012 management server. Additionally, the following event is repeatedly logged in the Operations Manager log:

Description: OpsMgr Management Configuration Service failed to execute 'SnapshotSynchronization' engine work item due to the following exceptionMicrosoft.EnterpriseManagement.ManagementConfiguration.DataAccessLayer.DataAccessException: Snapshot data transfer operation failed batch write.
This issue occurs when the Management Configuration service fails because the instance transfer can't perform a bulk insert. This issue typically occurs when the environment has many clients (e.g. 2000 or more).
