Minimum O365 License for Hybrid Deployment

Our client have Exchange 2013 but doesn't have Skype for Business. They want use SfB O365 and proceed for Hybrid Deployment.

What is the minimum O365 licensed to setup the Surface Hub? E3 or E1?
