SQL 2019 Enterprise install with CU20 slipstreamed

When installing SQL 2019 with CU20 (slipstreamed) or selecting "include updates" during installation, Fulltext indexing feature fails to install, on a blank Windows Server 2019 & Windows Server 2022.

Installing SQL 2019 RTM with fulltext feature, then install the latest CU20 works fine. 

The same issue occurs on CU19 slipstream as well.
