Installation of SQL Server Express fails due to "password policy"

I'm attempting to install SQL Server Express 2017 to a Server 2016 Essentials server that is acting as a domain controller, and it's failing when trying to create a "local" SQLEXPRESS00 account, due to a "password policy"

 

The password policy is default, but may have been modified by the Essentials experience configuration wizard when connecting to Azure. The wizard mentioned something about having to change the password policy to be compatible with Azure.

 

I attempted to install from the command line, specifying a configuration file and hard-coding the service account passwords (4 different command line flags, all the same password, the password does comply with the policy) but that failed as well.

 

Anyone know how to install SQL Express on a 2016 Essentials box, hopefully one that's been configured to connect to Azure?
