I understand the intent, but that makes life a difficult for those using
a Central Management Server with hundreds of instances. That means that
every one on my team must now connnect to every server and update this
setting just to maintain functionality after installing version 20. So
next question...

set the default value for the Encryption property to optional. With SSMS
20 we upgraded to MDS 5.x, which sets Encryption to Mandatory (true) by
