Skype for Business 2016 Not Launching the First Time User Logs On

We are running Win 10 64-Bit, with Office 2016 32-bit.


On a freshly imaged Win 10 computer, when a user logs on, it is not starting Skype automatically.


The user has to launch it themselves.  After this when logging in, it automatically starts.


And yes we have Automatically start the app when I log on to Windows "ON" as well as Start the App in the foreground "ON".


We don't have this issue in our Win 7 environment.


Anyone seen this before and know how to fix it?
