Voicemail in Skype for Business online without Cloud PBX/PSTN?

I have a client with E3 Office 365 licenses, cloud only, and no on-prem servers. We've been under the impression that this tier of service supports "Voice Mail", but it's not clear what that means. The actual service description for E3 plans states "Hosted Voicemail Support", and on the SfB add-on licensing info page, it says, "If you switch to the E3 plan, you also get voicemail."

 

My question: Is it possible for Skype users within the organization to leave voicemail for each other via Skype? It appears that is what they're advertising. If not, why not? So far, the only way I can see to get that functionality is to activate Cloud PBX and PSTN calling, which then magically turns-on and enables voice mail features in Skype. Even basic consumer Skype has voicemail.

These service factorings and requirements breakdowns really make my head spin.
