Yes, absolutely.  Because these are Skype Meeting Broadcasts you can join at any time and watch the recorded version.  After about a week we archive the recording at http://aka.ms/sfbcastpast

Will you be able to port a number to Skype for Business and then set that number up as a service number?

Definitely.  There is work the service desk needs to do on the back-end but this will be totally supported with the release of Auto Attendant & Call Queues.
