Does someone know if this bellow affects SfB Online users only or it affects SfB on-premises users as well ?

Title: Issues between Skype for Business and Skype consumer
 
User Impact: Skype for Business users may be unable to communicate with Skype consumer users.
 
More info: In addition to communication issues, users may be unable to invite contacts, view the presence of, or see the contact name of Skype consumer users (and vice versa).
 
Current status: We’ve identified that the problem is not strictly isolated to communicating with Skype consumer users. While we’re actively working to develop and deploy solutions for the varying issues, the estimated time to restoration varies. The following reflects the current status for the affected features:
 
Communication (instant messaging, calling, meeting, etc…) and presence functionality: A fix is underway and we expect significant improvement to the end-user experience by Monday, October 17.
 
Adding contacts/ seeing contact names: We’re actively developing a solution to resolve the issue. Once the solution has been developed, it will be tested to ensure it fully restores service. The estimated time for resolution is approximately two weeks.
 
Scope of impact: A few customers have reported this issue, and our analysis indicates that impact is specific to a subset of users who are communicating between Skype for Business and Skype consumer.
