We have a user in Europe who sees this notification when in a meeting and want to know if they can remove it...can anyone tell me if this is related to GDPR? Our users are in the cloud for conferencing.

Apparently so... I thought this was strange as well. Not hearing or seeing anything about this.

I have a customer (Sfb Online) that got this message too, it started in October/November last year. It was only when they uploaded PPT to a Skype meeting. Unfortently "Learn more" doesn't give any more information.
I guess it's a EU cookie law message that comes from the Office Web Application Server (or OOS) used for Skype Online that Skype client picks up and shows for users.
