Can Skype for Business replace conference services like WebEx? Is there any resources to learn more about requirements to invite exteranl users that don't have Skype or O365 account to Skype meeting or Skype room meeting?

Absolutely it can. All you need to do is invite the external person to your meeting and they will get a link to join. If they don't already use Skype for Business then they can join using the web client, or even mobile client as a guest.
You can also add on the PSTN conferencing option to give them a dial-in number.
