Service Request Problem - Service Number Porting

I am trying to port a service number, following the instructions at https://support.office.com/en-us/article/Manually-submit-a-custom-service-request-6310f07f-9d07-4cb1....

In the admin portal, there is no option under Support in the nav menu.  There is a link on one of the tiles for "New service request", but it redirects to https://portal.office.com/Support/AltUSupport.aspx.

There is new guidance at the link below, which has an email address to send the LOA to.
