Restricting the ability to communicate with specific users in SfBO.

I was trying to think of another way to word this post's subject... since it is a bit misleading... here is the scenario I would like to discuss:

I want to allow user A to only get SfBO SIP requests (IM/P/Calling/etc.) from user B, user C, and user D - but block any/all conversations from anyone else. Is there a method by which I can do this as the administrator?
